Tax Relief For Homeowners Hurt By Sandy - Business Insider

On his personal website, Mike Bloomberg recently announced property tax relief measures to help homeowners who suffered damage from Hurricane Sandy.

To provide immediate relief, the Finance Department, with the authorization of the City Council, will issue an interest-free extension on the next property tax bill for residential properties damaged beyond repair or in need of extensive structural repairs before they can be re-inhabited. The grace period will postpone payments due on January 1, 2013 to April 1, 2013.

The interest-free extension applies to all properties that received a red tag ? notice of required structural repairs ? from the Department of Buildings. Mayor Bloomberg has also enacted other homeowner relief programs enacted since Sandy, including NYC Rapid Repairs, a $500 million program which helps restore utilities to damaged areas.

The City requires the State Legislature to approve another measure that would reimburse homeowners for a portion of this year?s property taxes.

The total damage from Hurricane Sandy has been estimated at $62 billion.

Wizards beat Blazers for 1st win after 12 losses

(AP) ? After their worst start in history, the Washington Wizards became a national punch line. On TNT, Charles Barkley compared them with the Washington Generals, and a local newspaper had photos of fans wearing paper bags over their heads at Monday's 26-point loss to San Antonio.

The jokes can stop ? at least for now.

Washington earned its first victory after starting the season with 12 straight losses, beating the Portland Trail Blazers 84-82 on Wednesday night.

"When you're 0-12, guys are going to make fun. That's our business, guys," Wizards coach Randy Wittman said.

"When you get to this level, you've got to have some thick skin, and you've got to be able to overcome those kind of things."

Washington survived a scoreless 6:47 in the fourth when Jordan Crawford, who had 19 points, hit on a 3-pointer with 2:06 to play. The Wizards finally took the 84-82 lead on Emeka Okafor's two free throws with 39.1 seconds remaining.

Damian Lillard was called for traveling with 28 seconds left. After Nene was called for an offensive foul, J.J. Hickson missed a jumper with 2.8 seconds to play. The Wizards lost the ball with 0.2 seconds to go, but held on to end the skid.

"Well, we made it interesting, but we won," Wittman said.

Nine teams started the season 0-13, and the Wizards were tired of the ridicule they'd been subjected to ? locally and nationally ? as they crept toward the Nets' NBA record-worst start of 0-18.

"We don't want to go down in history as one of the worst teams ever," Washington forward Chris Singleton said.

Wittman, whose team travels to New York on Friday and plays Miami next Tuesday, knows the next win may be hard to get.

"We just broke through the ice. I've lived in Minnesota for 15, 17 years. That ice was 4 or 5 feet deep, but it's broken through now," Wittman said.

Trevor Ariza had 14 and Kevin Seraphin added 10 points and 10 rebounds for Washington, which ended the third quarter on a 23-7 run to take a 68-59 lead, then padded its lead to 15 barely three minutes into the fourth.

The 79-64 lead seemed safe ? even for the Wizards ? but the Trail Blazers ran off 16 straight points to take a 80-79 lead with 2:27 to play.

Lillard and Nicolas Batum led Portland, losers of three straight, with 20. LaMarcus Aldridge had 17. Hickson had 15 points and 19 rebounds.

"Loss is a loss, but this one definitely stings knowing the team is 0-12. You never want to be the team they get the win on but we were that team," Hickson said.

Wesley Matthews addressed the Blazers after his team lost, and all his teammates were especially downcast.

"You don't want to be the first team, that's very embarrassing," Batum said.

Martel Webster had also used "embarrassing" to describe Washington's 26-point loss on Monday. He was a bit relieved after the game.

"We are definitely an underdog. We're definitely looked at as the losers of the league, but that's OK. We believe in each other," Webster said.

Rookie Bradley Beal wasn't celebrating his first NBA win ? one that took 29 days to get. He claimed, like most of the Wizards, to ignore the chatter on TV and in the cyber world.

"I don't pay attention to that stuff. They're on the outside looking in. They don't know how hard we work. They just see us playing and the scores," Beal said.

The Blazers hit six of their first seven shots and took a 15-4 lead four minutes into the game.

Nene entered the game with 1:43 to play and helped spur the Wizards to a 37-31 lead with six minutes to play in the first half. At halftime, the teams were tied at 43-all.

After missing the first nine games of the season with a left foot injury, Nene played two games before missing Monday night's loss. He had six points in 19 minutes.

"For tonight: fresh air, that's all I can say," Nene said.

Notes: Washington F Trevor Booker missed his fourth straight game with a right knee injury. ... This was the 100th all-time meeting between the teams. Portland leads 52-48. ... Two bombs kill 28 people in Iraq Shi'ite cities

HILLA, Iraq (Reuters) - Bombs in two majority Shi'ite Muslim cities in southern Iraq killed 28 people on Thursday, police and hospital sources said.

Scores were wounded in the blasts, which struck during a month Ashura, a holy month for Shi'ites who are often targeted by al Qaeda's Iraqi affiliate and other Sunni Muslim insurgents.

Two explosions near a restaurant in the city of Hilla, 100 km (62 miles) south of Baghdad, killed 26 people.

In the city of Kerbala, a car bomb near a bus terminal where Shi'ite pilgrims usually gather killed another two people, a spokesman for the local health office said.

Violence in Iraq has eased since the carnage of 2006-2007, but Sunni Islamists still launch frequent attacks, seeking to reignite sectarian strife and undermine the Shi'ite-led government's efforts to provide security.

On Tuesday, car bombs targeting Shi'ites in mourning processions killed 14 people in Baghdad.

The GOP's Image Problem

After back-to-back disappointing Senate elections in 2010 and 2012, Republicans (and others) are looking at 2014 and wondering not just how similar, but perhaps, how different, they could be. Two years ago, Republicans gained six Senate seats, but that gain was disappointing compared with what they could have won but weren?t able to because of exotic candidates (see Colorado, Delaware, and Nevada), and compared with the 63 seats their party was able to gain in the House. In the election just past, Republicans were unable to knock off a single Democratic incumbent, and the only Democratic seat they did manage to win was in Nebraska, one that most Democrats long ago gave up for lost. Adding insult to injury, Democrats captured three GOP-held seats, beating incumbent Scott Brown of Massachusetts and winning open seats in Indiana and Maine (counting independent Angus King as a Democrat).

A major similarity between the 2012 and 2014 cycles is the disproportionately large number of Democratic seats up for grabs: 23 Democrats to 10 Republicans in the former and an expected 20 to 13 in the latter. What is likely to be a major difference in 2014, however, is Democratic performance against Republican incumbents. This past election, Democrats managed to capture three seats from the GOP in states that Barack Obama won in 2008 (Indiana), or in both ?08 and this year (Maine and Massachusetts). As unlikely as it was that Democrats would manage to gain seats in 2012 against the odds (I believe only the hyper-audacious Chuck Schumer ever predicted a net Democratic gain), the chances of them beating the point spread in three consecutive elections seems even tougher.?

Of the 13 Republican-held seats up in 2014, only one is in a state that Obama carried: Susan Collins in Maine. Indeed, Obama wasn?t even close in any GOP-held seats in other states. Other than Maine, the best Obama performances were minus 13 points in Alabama (Jeff Sessions), minus eight in Georgia (Saxby Chambliss), minus 12 in Mississippi (Thad Cochran), and minus 12 in South Carolina (Lindsey Graham). The other states ranged from minus 16 in Texas (John Cornyn) to minus 32 in Idaho (James Risch) and minus 34 in Oklahoma (James Inhofe).

Conversely, Democrats have three seats up in 2014 in states that Obama lost by more than 15 points: minus 17 points in Louisiana (Mary Landrieu), minus 24 in Arkansas (Mark Pryor), and minus 27 in West Virginia (Jay Rockefeller). It should be noted that six-term Rep. Shelley Moore Capito, R-W.Va., announced her candidacy on Monday at the State Capitol in Charleston. ?

In three more 2014 Democratic Senate states, Obama lost by at least five but less than 15 points: minus 11 in South Dakota (Tim Johnson) and minus 13 in both Alaska (Mark Begich) and Montana (Max Baucus). Former South Dakota Gov. Mike Rounds started an exploratory committee in September and is expected to challenge Johnson.

There are three more 2014 Democratic Senate seats up in swing states, defined as such due to 2012 margins of five points or less: Obama minus two in North Carolina (Kay Hagan), plus three in Virginia (Mark Warner), and plus five in Colorado (Mark Udall).

That?s nine Democratic seats that are either in demonstrably swing states or in enemy territory. This also does not take into account some states that were on the bubble: Obama won Iowa (Tom Harkin) and New Hampshire (Jeanne Shaheen) by just six points each.

The remarkable thing about Senate Democrats in 2012 was their ability to go on the offensive while, by necessity, playing defense. That will be much more difficult to replicate in 2014 given the seats up that cycle.

Republicans will still face the same obstacles they have had to contend with in the last two cycles: first, getting high-quality and electable candidates to run, and second, getting them through primaries. Their challenge, in part, is that too many traditionally Republican voters?both of the moderate and the ?mainstream? variety?seem to have pulled back from active roles in GOP politics and even participation in primaries, allowing the more conservative wing of the party to become dominant. This has encouraged extreme candidates to run and has produced rather exotic and problematic candidates who often go on to lose general elections. Republicans took encouragement in Mitt Romney performing so well among independent voters, but the truth is that many of those were Republican-leaning independents?voters who used to call themselves Republicans but have edged over one notch to the left?who were uncomfortable with much of the rhetoric that has been projected in recent years.

But even if these candidates don?t open their mouths, insert grenades, and pull pins (a la Todd Akin and Richard Mourdock), they still project a more extreme image for the party that makes it incredibly difficult for more-mainstream Republicans in swing or difficult states to win. For every Akin and Mourdock, there is a Scott Brown, a Linda Lingle, or a Heather Wilson who cannot win in tough places, at least in presidential years, because of the face of the Republican Party, a threatening brand to many moderate and swing voters.?

HOUSTON (CBS Houston) ? Stop thinking that all porn actresses are ?damaged goods.?

A new study finds that female porn stars are more religious and have a higher self-esteem than other women.

The study, which was published in the Journal of Sex Research, concluded that these women do not fit the ?damaged goods hypothesis.?

?In terms of psychological characteristics, porn actresses had higher levels of self-esteem, positive feelings, social support, sexual satisfaction, and spirituality compared to the matched group,? the study titled ?Pornography Actresses: An Assessment of the Damaged Goods Hypothesis? concluded.

The study compared 177 porn actresses to a sample of women based on age, race and marital status.

According to the Toronto Sun, researchers shot down the ideas that women who work in porn came from broken families or hostile backgrounds.

The study also found that women working in porn tried more drugs, had their first sexual experience at a younger age and had more sexual partners than those in the sample group.

The study was conducted by Rresearchers from Texas Woman?s University, Shippensburg University and Adult Industry Medical Healthcare Foundation.

Dunes that saved NY island from Sandy are now gone

OCEAN BEACH, N.Y. -- New Yorkers who cherish Fire Island as an idyllic summertime getaway feared the worst when the 32-mile-long barrier island took a direct hit from Superstorm Sandy's powerful surge. The wall of water swamped nearly the entire island, destroyed or washed away about 200 homes and scraped sand dunes down to nothing.

Still, residents are counting their blessings.

That's because more than 4,000 structures survived, at least enough to be repaired. And some are crediting the carefully maintained wall of dunes, ranging from 10 to 20 feet tall, with taking the brunt of the storm's fury.

"The dunes were demolished, but without their protection it would have been much worse," said Malcolm Bowman, a professor of physical oceanography at Stony Brook University.


Evidence of the hit the dunes absorbed is everywhere. A half-mile from the ocean, a blizzard of sand covers bicycles up to the handlebars. Wooden pilings are all that remain of stairs and walkways that passed over dunes and led down to the beach. A football-field-size network of concrete blocks that once sat under 6 feet of sand lay bare in the autumn sunshine. Houses on stilts that once peeked over sand berms now sit naked to the surf.

New Yorkers know Fire Island as their own private paradise, a close-to-home getaway that's accessible only by ferry and feels like a different country. The strip of beaches five miles off the south shore of Long Island is three-fourths undeveloped and includes a national wilderness area.

It has just 300 permanent residents, but on weekends from Memorial Day to Labor Day, the population is swelled by 75,000 visitors who rent homes ranging in size from multilevel palaces to rustic bungalows. A couple of communities are favorite destinations of gay and lesbian visitors. Cars are banned in the summertime; denizens get around on bikes and boardwalks and tote their gear in red toy wagons.

Because of its remoteness, officials have only begun in the past week or so to allow the residents, and the others who own vacation homes and businesses, to return and assess the damage.

Retired electrical contractor Hyman Portnoy, whose two-story oceanfront home in the village of Ocean Beach suffered damage to its large deck, said rebuilding the dunes is a major concern.

"We haven't got any protection now," he said. "I'd be satisfied with anything. I'd be satisfied with a pile."

Suzy Goldhirsch, president of the Fire Island Association, which represents businesses and homeowners, noted that homeowners in many Fire Island communities ? there are 17 different villages and hamlets ? pay part of their property taxes to maintain the dunes.

But she expects the federal government will be asked to fund some of the dune restoration, arguing that maintaining the barrier island serves to protect not just Fire Island, but also the homes of the 3 million Long Islanders on the mainland.

Critics of federal funding of beach and dune replenishment say U.S. taxpayers shouldn't pick up the tab for beaches enjoyed by only a fraction of the population. Replenishment backers counter that Congress has approved recovery funds for other disasters including Hurricane Katrina and last year's tornadoes in Missouri.

The work of replacing sand dunes that washed away in the storm is already under way. Workers are scooping up sand from the streets, putting it in bags and piling it up where the dunes once stood.

Ocean waves demolished at least nine houses, left in splinters on the oceanfront, and about 200 others are severely damaged and likely to be condemned. Dozens of other homes appear uninhabitable without major repairs. Others are covered in muck several inches deep.

"Decimated," Ocean Beach artist Kenny Goodman said last week as he returned to the shop he has owned for a quarter-century. When he first saw the damage from flooding in his store, he said, he was "really overwhelmed and sad ? it's just a gigantic loss."

Goodman, a New Yorker who has been coming to Fire Island for 40 years, said he plans to rebuild his shop. "It will be different. Maybe by my grandchildren's time it will be back," but he also lamented, "It won't be like it was."

The Atlantic Ocean breached the narrow island in three places. Two of the breaches are being closed by the U.S. Army Corps of Engineers; the National Park Service is evaluating whether a third breach should be closed by the Army Corps or allowed to close naturally.

As far as rebuilding, many jurisdictions ? federal, state, county, town and local ? will have a say in what can and can't be rebuilt, said Fire Island National Seashore Superintendent Chris Soller. New York state has regulations about who can rebuild in some designated coastal erosion zones, although an official with the town of Brookhaven, which oversees some of the westernmost communities of the island's 17 hamlets and villages, said special variances could be issued in some cases to allow rebuilding in those zones.

Fire Island, like many Northeast communities harmed by Sandy, is beginning to reassess where and how to rebuild, Goldhirsch said.

"It's part of a new national dialogue," she said. "The governor has said he wants to rebuild smarter and better, and I think we have to think about how we are going to do this so it's better in the future. We have a lot to think about; there are no easy answers, no one answer."

Political leaders need to come up with a long-term plan for future development on the island, said Bowman, the Stony Brook professor.

"Not just a rapid-fire reaction to a catastrophe; this is going to happen again," he said. "Some of these things are going to be very expensive decisions, and we need a longer perspective."?

If theres a time on the calendar people look forward to, its barefoot season especially in the northern climates where it seems like boot season will never end. But whether its dreams of long walks on the beach or just padding around the yard, a little extra care of feet and ankles can keep people healthy and mobile all season long.

Dr. Terrence M. Philbin, board-certified orthopedic surgeon and co-founder of FootSourceMD, says going barefoot is nothing to be rushed into. We all need to give ourselves time to adapt to the stresses of walking without shoes, and folks with Diabetes need to take extra precautions to avoid injury.

Dr. Philbin explains that over the winter, feet lose their natural strength. Our ankles and arches grow accustomed to being cooped up in boots and tight fitting shoes, and as a result, our feet grow de-conditioned.

As a result, by the time barefoot season arrives, feet are hardly ready for flimsy flip-flops let alone long walks.

This is why Dr. Philbin advises easing into going barefoot, gradually strengthening the muscles and tendons that support the ankle and arch. Start slow, taking short walks without shoes, and allowing periods of recovery. After a few weeks of spending more and more time on your bare or stocking feet, you should be ready for a typical walk on the beach. Yet even for people with conditioned feet, Dr. Philbin encourages frequent rest breaks, and taking the time to cultivate a healthy awareness of the dangers and benefits of walking on sand.

Many athletic programs and fitness advocates have observed the benefits of training in the sand; the natural cushioning and slight surface instability have been shown to build strength for intense running. Sand running isnt for the novice runner or a person with Diabetes, but for a person who has reached a high level of fitness, it can yield great rewards.

Elite athletes are especially aware of the dangers of sand: unprotected feet are prone to injury from sharp stones or glass and metal debris, and exposure to hot, abrasive sand or pavement can also dry out the skin, causing sores to develop.

NOPD investigating skeletal remains on Elysian Fields | NOLA.com

New Orleans police homicide detectives, the NOPD crime lab and the Orleans Parish coroner are investigating human skeletal remains found in an abandoned building at 1406 Elysian Fields Avenue Tuesday afternoon.

The body was discovered in a room on the second floor of a dilapidated yellow house. Several homeless people waited on the porch as investigators negotiated the rickety stairs to the second floor.

At this point, there is no information on the identity of the victim or a cause of death.

Crime reporter Naomi Martin is on the scene and will be filing a report.?

Union opens tonight: Here's a sneak preview - Minneapolis ...


Today marks the opening of one of the most anticipated restaurants of the year. Tonight, Union Bar & Restaurant, in downtown Minneapolis at the corner of Hennepin Avenue and Eighth Street (in the old Shinders spot), will host its first public dinner service.?

Union is owned and operated by the same folks who brought us the local, now national, chain restaurant Crave. But Union is nothing like its?corporatized older sibling, although it's not necessarily the?renegade?rebel child either. Union boasts an?elegant?dining space with an incredible four-season rooftop that allows diners to gaze out at the downtown skyscape.

A recent preview party allowed us a sneak peek at the new spot.

The menu at Union was crafted by Minneapolis veteran chef Jim Christiansen, who has worked in such notable places as Il Gatto, Sea Change, and La Belle Vie. At the preview we sampled a butternut squash pasta that superbly?balanced the sweet-savory squash filling and came wrapped in a tender, perfectly cooked pasta tossed in a rich sauce of butter and fried sage. For those of you rolling your eyes at the thought of another butternut-squash-filled pasta, this one is certainly worthy of?praise. The hosts also provided a heap of?house-made?charcuterie and a spectacular raw bar.

The drink menu was crafted by Minneapolis cocktail king Johnny Michaels. On the menu for the evening was a fruity, seasonal concoction called the Persian Pussycat. The drink was a combination of pomegranate-infused gin, orange, vanilla, and rose. While expertly made, it's a bit on the sweet side of the spectrum for us, although if you're into pomegranate martinis this one will probably blow your mind. The full cocktail menu was not available, but we're excited to see what Mr. Michaels has put together.

The space was designed by Minneapolis's top-dog restaurant design firm Shea Inc. It features a slick, sophisticated main level dining room and swanky nightclub in the depths of the basement. The upstairs is easily the main hook of Union, as it serves as a four-season dining patio. Not only do we look forward to many spring/summers sitting up there sipping on cocktails, but also to winters as we gaze on the falling snow while dining on succulent, rich, and comforting pasta dishes.

We're excited to see how Union develops and to sample the full menu, both food and cocktail. With a sense of elegance that easily outdoes Crave, the people responsible for Union may have done right by downtown with this mature space (which is extremely close to their other restaurant). Whereas the nightclub below is a borderline cliche with its upper-class nightclub appearance, the rest of the building is sophisticated yet comfortable. We'll be back, and soon, to sample the menu and enjoy the classy ambiance that is Union.

Violence breaks out amid austerity protests in Europe - World News

Anger and sometimes violent protests have been staged across Europe against unemployment and austerity measures.??ITN's Emma Murphy reports.?

Updated at 9:05 a.m. ET: Pockets of violence broke out as public demonstrations and strikes over rising unemployment and austerity measures took place in many parts of Europe Wednesday.

Spanish and Portuguese workers staged a coordinated general strike across the Iberian Peninsula, shutting transport, grounding flights and closing schools to protest against spending cuts and tax hikes.

International rail services were disrupted by strikes in Belgium and workers in Greece, Italy and France planned work stoppages or demonstrations as part of a "European Day of Action and Solidarity.?

Hundreds of flights -- including those between southern Europe and connection hubs such as London Heathrow, Paris Charles de Gaulle and Amsterdam Schiphol -- were also canceled.

NOVEMBER 7: Greece's government has approved another round of deep cuts to spending, wages and pensions, which sparked fierce clashes between police and protesters. ITV's James Mates reports.

More than 60 people were arrested in Spain and 34 injured, 18 of them security officials after scuffles at picket lines and damage to storefronts, Reuters reported. Riot police arrested at least two protesters in Madrid and hit others with batons, witnesses said.

Protesters jammed cash machines with glue and coins and plastered anti-government stickers on shop windows. Power consumption dropped 16 percent with factories idled.

In Italy, students pelted police with rocks in a protest in Rome over money-saving plans for the school system.?The windows of a bank in Milan were reportedly smashed by protesting students, according to?a report on the website of the U.K.?s Guardian newspaper.

Spain, where one in four workers is unemployed, is now teetering on the brink of calling for a bailout from the European Union, with Prime Minister Mariano Rajoy trying to put off a rescue that could require even more EU-mandated budget cuts.

Passion has been further inflamed since last week when a Spanish woman jumped from her apartment to her death as bailiffs tried to evict her when her bank foreclosed on a loan. Spaniards are furious at banks being rescued with public cash while ordinary people suffer.

A strike organized by CGTP in March had little impact, but in September hundreds of thousands of Portuguese rallied against a government plan to raise workers' social security contributions.

"The first-ever Iberian strike" would be "a great signal of discontent and also a warning to European authorities," said Armenio Carlos, head of Portugal's CGTP union which is organizing the action there.

Unions have planned rallies and marches in cities throughout both countries, with a major demonstration beginning at 6:30 p.m. (12:30 p.m. ET) in Madrid.

Some 5 million people, or 22 percent of the workforce, are union members in Spain. In Portugal about one fourth of the 5.5 million-strong workforce is unionized.

"This austerity is a never-ending story. We see no light at the end of the end of the tunnel, just more pain and difficulties. We have to protest, do something to stop it," said Lisbon pensioner Jose Marques, who planned to march Wednesday.

First of all, Virgin Australia started in 2001 as low-cost carrier (LCC) Virgin Blue and under the new 3-way accord, the chief executive of Tiger Airways Australia is going to be appointed by Virgin Australia whereas the chief financial officer (CFO) position will be appointed by Tiger Airways. Chairman of the board of directors, meanwhile, is going to alternate between persons appointed by the two parties, with Virgin Australia chief executive John Borghetti being the first chairman.

With Tiger Airways Australia?s undeniably lower cost base than Virgin Blue where its costs were increasing even before the 2010 rebranding, let alone Virgin Australia?s up-market moves which inevitably lead to an increase in unit cost, Tiger Airways Australia could gain better insights into the culprits behind the cost creep and hence could take preventive and proactive measures that could ultimately prove to be a differentiator and enhance its competitive edge against its rival Jetstar Airways.

This key knowledge in the cut-throat low-cost competition, coupled with the separate management and the independence promised by Virgin Australia, may eventually be invaluable in boosting the possibility of successfully charting a new course for the wounded Tiger.

?In effect, Tiger will be run as a separate business with a separate board? it will not be polluted in any form of distraction and will remain true to the from the low-cost carrier?concept,? Virgin Australia chief executive John Borghetti was quoted as saying in the Australian Business Traveller.

?By partnering with Tiger Airways, we can use our expertise to leverage Tiger Australia?s competitive cost base and build a sustainable budget carrier. We are committed to maintaining the Tiger Australia business model and brand, and we look forward to collaborating with Tiger Airways as the business grows,? Borghetti said in a company statement.

?This transaction enables Virgin Australia to access the budget market and enables Tiger Australia to expedite its growth, providing greater competition to this important market segment,? Borghetti asserted.

Tiger Airways is already showing an improvement in its bottom line, with the second-quarter FY2012-13 net loss narrowing to S$18.3 million from S$49.9 million a year earlier on a still recovering Australian operation and the airline is currently operating around 450 weekly flights with 11 Airbus A320 aircraft. Now that Virgin Australia has committed to invest up to A$62.5 million in Tiger Airways Australia and expand its fleet from 11 aircraft to 35 aircraft by 2018, with Tiger Airways contributing the first injection of A$20 million followed by Virgin Australia?s A$30 million before the final A$7.5 million and A$4.5 million investments by Virgin and Tiger Airways, respectively; Tiger Airways Australia is likely to be a significantly stronger and meaner animal than it used to be when it is wounded tremendously by the dramatic 2010 grounding.

?This is a significant step forward for us. The joint venture will bring about a stronger and more competitive Tiger Australia, and allow us to deploy more capacity and attractive budget offerings to our customers.?We are committed to growing Tiger Australia?s fleet, network and flight frequencies, and expanding to more destinations in Australia,??Tiger Airways Group chief executive Koay Peng Yen said.

Crucially,?Aspire Aviation believes that the commitment made by Virgin Australia and Tiger Airways to expand the Tiger Airways Australia operation significantly will create more, not less, low-cost competition and that the intensifying competition in the corporate sector is likely to naturally see continued competitive fares in both market segments, thereby allaying regulatory concern, whose approvals are still required by the Australian Competition and Consumer Commission (ACCC) and the Foreign Investment Review Board (FIRB).

?Having a third player in there like Tiger does discipline the other two players. If you have that taken out you do lose that discipline,??chairman of the Australian Competition and Consumer Commission (ACCC)?Rod Sims said in a Bloomberg interview.

?[However,] you can?t segment it to say there is an absolutely separate premium and low-cost carrier market. They do cross over,? Sims conceded.

By the same token, it is likely that there will continue to be a competition between Virgin Australia?s most price-elastic and low-yield passengers and Tiger Airways going forward, evidenced by the airlines? reiteration that there is no codeshare agreement, a separate management team in addition to the separate headquarters of Tiger Airways Australia in?Melbourne and two operational bases at Melbourne?s Tullamarine airport and Sydney.

Moreover, a combined Virgin Australia Group comprising the Virgin Australia, Skywest Airlines and Tiger Airways Australia will remain substantially smaller than the Qantas Group domestically even after the acquisitions, with Centre for Aviation (CAPA) reporting a combined 35% capacity share for Virgin Australia Group compared to Qantas Group?s 60.6% share. Virgin Australia currently has a 29.5% capacity share, Tiger Airways Australia and Skywest Airlines 4.6% and 0.9%, respectively, versus the dominant 41.7% and 18.9% shares held by Qantas Domestic and Jetstar, respectively.

Even taking into account the proposed 218% growth in Tiger Australia?s fleet from 11 to 35 units and factoring in a proportionally less increase of 150% in capacity by the LCC and assuming an average annual capacity growth of 5% at Virgin Australia over the next 6 years, despite the 8%-9% domestic capacity growth measured in available seat kilometres (ASKs) in FY2012/13, the combined Virgin Group will only control 47.9% capacity share, very close to a duopoly with Qantas Group by then.

Two tales at two different players
Meanwhile, the latest Virgin Australia acquisition of Tiger Airways Australia and Skywest Airlines have symbolised the two decidedly contrasting tales at Qantas and Virgin Australia.

On the Qantas side, it is full on its plate in turning around its loss-making international unit which lost A$450 million (US$461 million) with the Qantas/Emirates partnership (?Qantas/Emirates partnership to reshape competitive landscape?, 10th Sep, 12) while defending its home turf against an aspiring rival in Virgin Australia.

The flying kangaroo has withdrawn its request for interim authorisation to the competition watchdog Australian Competition and Consumer Commission (ACCC) over the proposed Qantas/Emirates alliance as the carrier said switching the London Heathrow flights from Singapore to Dubai does not require regulatory approval and Qantas has won a significant backing from the Australian government?s Department of Infrastructure and Transport over the deal.

?Australia is a key market for a range of international airlines and they are unlikely to cede ground to Qantas and Emirates. [The QF/EK alliance will]?enhance consumer choice, deepen competition in a number of markets and broaden Qantas? international network at minimal capital cost,? the transport department said in a filing to the ACCC in early October.

?There is no going back, and there is no alternative for us to make Europe work except this arrangement. And that?s fairly clear in the submission to the ACCC,? Qantas chief executive Alan Joyce claimed in a National Press Club event on 10th October.

Ironically, Virgin Australia delivered attacks over the proposed Qantas/Emirates alliance the same way Qantas did in opposing the initial Virgin Australia/Eithad Airways tie-up and the Abu Dhabi carrier?s subsequent acquisition of more shares in Virgin Australia.

?Virgin Australia considers that the decline in Qantas?s market share has been the result of increased competition from international and domestic carriers that have entered the market over the past 10 years.?This competition and consequent decline in Qantas? market share has not been to the detriment of Australian consumers. To the contrary, competition has brought significant benefits to Australian consumers, resulting in lower fares, more choice of carrier and service model,? Virgin Australia said in an October 12 submission to the ACCC.

?Virgin Australia considers that, given the number of markets affected by the proposed conduct and the breadth of the proposed conduct, if authorised, the competitive effects and public benefits should be tested over a shorter period,? Virgin wrote.

?Virgin continues with its thinly veiled attempt to have the applications rejected.?This is a clear attempt to minimise Qantas International?s competitive position so the combined, formidable Virgin/Singapore Airlines/Etihad/Air NZ alliance will not need to respond as vigorously as it would if the [alliance] is authorised,? Qantas rebutted in an early November submission to the ACCC.

Domestically, not only is Qantas facing declining yields amid stiff competition with Virgin, Qantas is also coping with the challenges of a declining freight business and cost-cutting drive.

Profit at Australian air Express fell to A$2 million this year from A$11 million in 2010-11, which Qantas has fully acquired from the Australia Post on 2 October and sold its 50% stake in StarTrack to Australia Post.?Separately, Qantas has announced to cut 200 line-maintenance jobs at Sydney, 250 contractor jobs at Avalon albeit 100 new jobs will be created at its Brisbane heavy maintenance base as the airline begins to consolidate its heavy maintenance activity to only one base in Brisbane to tame its maintenance cost which Qantas Domestic chief executive Lyell Strambi said is 30% higher than its competitors and partly attributed the cuts to reduced demand for heavy maintenance owing to a more modern fleet.

In contrast, Brisbane-based Virgin Australia has achieved its target of having a 20% corporate share 1 year ahead of schedule,?increased the number of high-yield fares by 113% and the number of Velocity frequent flyer programme members from 2.5 million last year to 3.2 million this year.

With Qantas being locked to maintain its 65% profit-maximising domestic market share, the latest Virgin Australia/Tiger Airways Australia/Skywest Airlines deal will enable Virgin Australia to rely upon Tiger to compete on the low-end of the market and focus on improving its lucrative business travel segment and the fly-in, fly-out (FIFO) segment.

Virgin Australia is already deploying the Airbus A330-200 widebody service on transcontinental routes with complimentary hot meals, whereas its arch-rival Qantas responded by accelerating the refurbishment of the interior and in-flight entertainment (IFE) system with QStreaming on iPad tablets on 16 Boeing 767-300ER aircraft, with the last 767-300ER being refurbished and entering into service by the end of March 2013, 6 months ahead of the schedule before the eventual retirement of all 767-300ERs by mid-2015.

This is likely to result in further pressure on the domestic business fare as Virgin Australia, with the Tiger Airways Australia acquisition, could compete more directly with Qantas than it otherwise could and roll out more initiative such as invitation-only ?The Club? which is poised to open in Sydney next month and possibly increasing the number of partners of the Velocity frequent flyer programme.

According to the Bureau of Infrastructure, Transport and Regional Economics (BITRE), the domestic business fare index has slumped by 40.3% from 108.0 in October 2011 to 64.4 in October 2012, whereas the restricted economy fares similarly staying low versus a year ago, only marginally 2% higher but significantly lower than the 93.1 recorded in May 2011, after which the restricted economy fares never recovered since.

Qantas used to enjoy a 30%-40% revenue premium despite a 20% cost disadvantage, but the persistently lower business class fares mean this revenue premium is all but evaporated, let alone the cost of refurbishing the 767s, increasing the domestic capacity by 9%-11% in FY2012/13 versus Virgin Australia?s 8%-9%.

And there is more to come in the aggressive race to lure business travellers.

?If it has slowed down, I haven?t seen it in terms of aggressive competition between the two of us,? Virgin Australia chief executive John Borghetti was quoted by the Sydney Morning Herald as saying.

?It is very aggressive, but you would expect it to be because for a decade there hasn?t been any competition.?We will continue to compete as aggressively as need be,? Borghetti declared.

Setting sights on Asia
In strengthening an already solid foundation with the latest acquisitions, not only has Virgin Australia gained competitive edge against Qantas, but also the strategic advantages in having the ability and flexibility to expand internationally whereas Qantas is squarely focused on paying down debt, reducing capital expenditure at A$1.9 billion and incurred self-inflicted damage by cancelling the orders for 35 fuel efficient Boeing 787-9 Dreamliners that promise to cut fuel burn and maintenance cost by 20% and 30%, respectively, in addition to opening up new long-haul thin markets that were previously economically unfeasible.

?As a result, we are turning our attention to paying down debt, mindful of the volatile economic and financial environment.?We will invest only where we can be confident of sustainable returns, and we retain the flexibility to adjust capital expenditure as operating conditions demand,? Qantas chief executive Alan Joyce said in the carrier?s annual general meeting (AGM) on 2nd November.

?We recognise that this has been a difficult period for shareholders ? however, the significant steps taken over the past 12 months have been consistent with the group?s goal of building long-term shareholder value.?We remain committed to the resumption of dividends at the earliest opportunity. The quantum and timing of this will depend on the group?s future earnings performance, balancing future capital requirements and funding commitments, the availability of franking credits and overall market and economic conditions,? Qantas chairman Leigh Clifford said.

Unlike the Qantas/Emirates alliance which promises to allow Qantas International to expand in Asia but the only detail available so far is it will re-time Qantas flights to Singapore and Hong Kong, Aspire Aviation believes Virgin Australia has secured the right partner with Singapore Airlines (SIA) being positioned in a strong transit hub in the Asia/Pacific region.

And the Singapore Airlines investment has cemented the strong alliance between Virgin Australia and the world?s highly-regarded carrier which will strengthen the balance sheet of the Australian carrier and provide a good growth outlook in Southeast Asia for Virgin Australia.

?This major development demonstrates the importance and strength of the partnership between our two airlines, and our shared commitment to an alliance that provides a wide range of consumer benefits.?Singapore Airlines fully supports the ongoing transformation at Virgin Australia, which has already resulted in a more competitive aviation market in Australia. With this investment, there is no?doubt that Singapore Airlines and Virgin Australia intend to remain alliance partners for the long haul,??Singapore Airlines chief executive Goh Choon Phong said.

?Singapore Airlines is an important strategic alliance partner of Virgin Australia and we are very pleased to have their support as an investor. We believe this investment demonstrates their confidence in our strategy and it enables Virgin Australia to fast-track its growth plans,? Virgin Australia chief executive John Borghetti said.

The importance of the Singapore Airlines alliance extends beyond code-sharing on flights to Europe via Singapore, such as the recently announced codeshare services from Adelaide to?Amsterdam,?Barcelona,?Copenhagen,?Frankfurt,?London Heathrow,?Manchester, Moscow, Munich, Paris and Zurich in addition to interline services to?Milan, and Rome, but also the codeshare flights to burgeoning Southeast Asian economies such as China, Indoensia, Myanmar and India.

Virgin Australia currently has codeshare flights with Singapore Airlines to Delhi, Ahmedabad, Mumbai, Bangalore, Kolkata and Chennai in India, Kolkata, Colombo in Sri Lanka, Yagon in Myanmar, Guangzhou, Shanghai and Beijing in China and other growth markets such as Kuala Lumpur, Ho Chi Minh City and Hanoi in Vietnam and Jakarta and Denpasar in Indonesia.

Looking ahead, it is likely that Virgin Australia and Singapore Airlines will further deepen their alliance and extend the partnership to include more SilkAir destinations, such as Chengdu, Chongqing, Wuhan, Xiamen, Kunming in China, Kochi and Hyderabad in India and the 9 Indonesian cities that SilkAir currently serves.

This bodes well for Virgin Australia before it eventually decides to order the Airbus A350 and Boeing 787, which will enable it to expand internationally and fly directly to thin destinations that the high fuel prices make current-generation widebody aircraft uneconomical such as Beijing which Qantas and Air New Zealand (ANZ) have both withdrawn from.

This is particularly true as SilkAir plans to more than double its fleet to 54 aircraft from 21 A319s and A320s and another 3 examples being delivered in 2013, as it seeks to tap into the growing regional premium travel demand with a new fleet of 23 Boeing 737-800s and 31 Boeing 737 MAX 8s.

Over the long term, however, Virgin Australia has to find a Chinese partner as part of its China strategy.

Chinese carriers have grown at a blistering pace in Australia over the past year or so in order to tap into the growing air travel demand spurred by the mining boom in the resource-rich country to fuel the growth of the world?s second-largest economy. According to BITRE figures, Guangzhou-based China Southern Airlines has carried 407,389 passengers in the first 8 months of this year, up 27.4% from 319,708 passengers in the prior-year period, followed by Shanghai-based China Eastern Airlines (CEA) with a 26% growth that saw 219,915 passengers in the eight-month period from 174,496 passengers being carried a year earlier. Chinese flag carrier Air China, meanwhile, carried 194,702 passengers in the first 8 months of this year, up 4.5% from 186,252 passengers carried a year ago.

This outpaced a 0.3% drop in Qantas? Australia-China operation which saw the number of passengers carried declined marginally from 93,474 passengers in the first 8 months of this year to 93,800 passengers last year, as well as a 10.5% growth in the number of passengers carried by Singapore Airlines excluding Scoot Airlines and SilkAir to 1,592,152 passengers in the same period this year from 1,441,244 last year. Dubai-based Emirates Airline, meanwhile, carried 14.6% more passengers to 1,601,542 in the first 8 months of this year from 1,397,590 last year.

As the Chinese economy continues to expand at a 8%-plus pace despite the recent economic slowdown weighed by a decline in foreign export to Western economies, the air travel demand between Australia and China means direct services to China will inevitably become necessary in order to compete effectively. In addition, while Singapore Airlines and SilkAir will undoubtedly expand in China over the next years, notably in markets to some of the fastest-growing secondary cities such as Chongqing and Chengdu, SIA?s Chinese network is nonetheless inferior to an unmatched Chinese domestic network offered by one of the ?Big Three?. Securing a Chinese partner ensures Virgin Australia can reap the benefits from the astonishing growth in the China-Australia air travel market using a ?capital-lite? model before ultimately flying Virgin?s own aircraft to the major cities such as Beijing, Shanghai where passengers could seamlessly connect onto its Chinese partner?s domestic flights.

Interestingly, this is one area where Virgin Australia?s shareholder structure becomes somewhat tricky. With UK?s Virgin Group holding a 26% stake, Air New Zealand (ANZ) 19.9%, Singapore Airlines (SIA) and Etihad Airways each holding a 10% share, Virgin must ensure that these shareholders will not jostle for positions internally to benefit oneself more. Simply put, Virgin Australia must ensure that its interests are placed above the shareholder?s individual interests.

While this could increase the pool of capital Virgin Australia is able to use for expansion and both Etihad Airways and Singapore Airlines (SIA) publicly expressed that they will have no involvement in the management of the airline, it is not an absolute guarantee that a particular shareholder may increase its shareholding to gain more influence at the airline in the future.

?At this point, we are comfortable with 10%. This is strictly a strategic investment in Virgin Australia.?We will not have a seat on the Virgin Australia board and are not involved in the management of the airline,? a Singapore Airlines (SIA) spokesman reassured in a reply to a flightglobal enquiry.

For example, while Singapore Airlines and SilkAir have a more extensive Southeast Asian network, especially in Indonesia and India, Cathay Pacific?s wholly-owned subsidiary Dragonair has a considerably more extensive Chinese and Northeast Asian network, such as Haikou, Sanya, Guilin, Hangzhou, Xi?an, Nanjing, Ningbo, Fuzhou and Qingdao in China, Busan, Taichung, Kaohsiung which neither SilkAir nor Singapore Airlines currently serves.

Given the rivalry between Singapore Airlines (SIA) and Cathay Pacific, whether Virgin Australia would be able to partner with the Hong Kong-based carrier and maximise the benefits brought to Virgin Australia such as the recent Cathay Pacific/Air New Zealand (ANZ) code-share deal remains to be seen.

In conclusion, with the Virgin Australia/Tiger Airways Australia/Skywest Airlines deal cementing its position in the domestic market, this lays a strong foundation from which to grow internationally. As it pursues opportunities in Asia with its strong Singapore Airlines (SIA) alliance, Virgin Australia should not overlook the importance of formulating its China strategy and the need of finding a Chinese partner. It is indeed impressive that just after 2 years since the rebranding and the ?game change? programme, Virgin Australia?s chief executive John Borghetti is taking the repositioning next step forward that is poised to rewrite aviation history in Australia.
